The argument of this paper is organized as follows. Section 1 first presents an overview of Singapore's development strategy highlighting the underlying development policies of the government in response to the historical political-economic contexts and external environment under which Singapore had to operate. Section 2 provides an analysis of the development trends of the manufacturing sector as a whole and the growth of local manufacturing firms in particular. Section 3 discusses the specific government policies that affected the development of the manufacturing sector. Section 4 contains more detailed analysis of the development of two industrial clusters where local manufacturing capabilities have been developed: the electronics and related supporting industries, and the shipbuilding and repair industries. These two industry case studies serve to illustrate the two somewhat different paths for developing indigenous industrial capabilities. Section 5 provides a summary assessment of the key factors that have contributed to the development of indigenous manufacturing capabilities in Singapore.
