The Belarusian Institute for Strategic Studies (BISS) acts as a bridge between experts, Belarusian society and the international community. Through research, publications, and development of the Belarusian expert community, BISS aims at generating a new vision for Belarus.
The Institute develops and offers positive alternative scenarios of political, economic, and social transformation of the country, and lays out ways to enhance the competitiveness of Belarus and the welfare of Belarusian citizens.
BISS is an independent think-tank that proposes development strategies for Belarus and supports open public policy in the country by doing relevant research, offering quality expertise and recommendations, as well as by promoting dialogue between the expert community, civil society and political actors.
Under the BISS strategic plan, in 2013, the Institute will focus its activities on the following key lines:
social contract modernization and institutional change
international relations and transnationalization
publication of monitoring and analytical reports
moderating expert roundtables and conferences
BISS believes that it is good government, stable state institutions and equal neighbourly relations with other international actors that can ensure Belarus’ independence.
