Based in Port Villa, Vanuatu, the Pacific Institute of Public Policy (PiPP) is an independent, non-partisan and non-profit organisation. The institute is governed by a constitution and overseen by a Board of Directors. The institute is headed by an Executive Director and supporting staff. The objective of the institute is to increase their capacity and contribution to the development process in the Pacific. The institute aims to delivers an inclusive forum for public debate and engagement in national and regional development issues in the Pacific.

Research findings are published in English and relevant local languages and distributed electronically and in print forms. In addition, the institute also hosts local seminars feature invited experts to lead discussion on selected thematic areas. The institute is also involved in communication activities with a view to sharing information. Consulting activities also play a key role in the institute, particularly as a key provider of policy analysis and research to governments and other development sectors.
